MEMPHIS, TN (LPL) — Shelby County Schools (SCS) announced at a press conference on Tuesday, April 13, that they now have more initiatives to help their non-English speaker students and families so they can get equitable instruction and opportunities.
“Shelby County Schools continues to enhance services in support of our non-English speaking students and families.” This is one of SCS’ many commitments to the immigrant community in the Memphis metropolitan area.
Among the initiatives mentioned above are the ESL Classes for Adults, the Bilingual Mentors Program, the Bilingual Counselors Program, the English Language Development Course, the ESL College Fair, the ESL Summer School, the Families Connect Program, the “I Learn America” Program, the Immigrant Resource Guide, and the Interpretation/Translation Services for the School and District Offices.
The Adult ESL Classes, for example, are held twice a week at various locations in Memphis. These classes are free and available to parents of SCS students.
Regarding the Bilingual Mentors Program, SCS provides this resource to more than 45 schools that have a high-level ESL population. This service is not only for ESL students, but also for their parents.
The Bilingual Counselors on the ESL Central Office Staff, meanwhile, provide a variety of services to ESL and immigrant students as well as their families. These services include assistance with ESL transfers, foreign transcripts review and translation, and enrollment assistance.
The English Language Development Course (ELD) is offered as an additional hour of ESL instruction. It is specifically aimed at students who are within their first 2 years in the country and who, therefore, qualify for intervention.
The ESL College Fair is an annual event designed to provide high school ESL students with information and resources that can help guide their college career decisions.
Continuing with this brief overview of the SCS initiatives, we move on to the ESL Summer School, which is held annually and is available to ESL students who are new to U.S. schools. With this resource, students coming from other countries can learn more English during the summer.
The Families Connect Program works in partnership with schools to help immigrant families gain the knowledge and tools they need to increase their involvement in their children’s academic growth.

The Immigrant Resource Guide provides a list of Shelby County community resources that are available to assist with daily life in Memphis and at SCS. But that’s not all, as SCS also has other services and tools that can be of great use to many immigrants. Some of these services or tools are:
¤ Newcomer International Center: This is a school within a school model designed to assist new ELLs acculturate while benefiting from a sheltered model of instruction, which emphasizes English language development.
The NIC program was created by the Shelby County Schools’ Department of Alternative Schools to help those international students who are between 14 and 17 years old and have never been to school or have a disruption in their education. This program has several ESL certified teachers and has been operating for four years now.
At Newcomer International Center, students can not only learn English while taking other regular classes like math and science, for example, but also have the opportunity to get better prepared and then finish high school in their assigned school, depending on where they live. According to its Principal Gabriela Toro, all Newcomer’ students start going to ninth grade. Once they finish 10th grade, they will have a total of 14 credits.

¤ Peer Coaches and ESL Instructional Advisors: They meet bi-weekly to develop their expertise in providing instructional support to teachers in K-12 around language development in ESL and the content areas.
¤ Plaza Comunitaria: A “Community Plaza” is a community education program especially designed for Hispanic people over the age of 15 who could not finish elementary school and/or high school in Mexico or any other Latin American country. The main idea of this program is that parents may feel more capable of interacting with their children in their education day by day.
Being sponsored by the Mexican Government through the National Institute of Adult Education (INEA) and the Mexican Secretary of Education, the free-of-charge program assisted by trained tutors is only in Spanish and allows students to become eligible to take the General Education Development or GED exam. Participants can also attend whenever it is more convenient for them.
The diploma or certificate given to a “Plaza Comunitaria” student is officially issued by the Mexican Secretary of Education.
¤ Rosetta Stone: This is a supplemental resource available for students and families to use to develop social language. Parents participating in adult ESL classes can use the program to learn alongside their child.
¤ Welcome Newcomer Kits: These welcome kits are an additional tool for bilingual mentors to use in the schools to help student develop social and instructional language.
¤ West TNTESOL Mini-Conference: It is an annual regional conference where ESL and Gen-ed teachers learn alongside one another and collaborate to better serve their ESL students.
¤ ESL Enrichment Summer Camp: This summer, the ESL Department at SCS will be offering an ESL Enrichment Summer Camp for students in grades six through 12. This camp will run for two weeks from June 21 to July 2, with an in-person registration date of June 17. The location for the summer camp will be Dexter Middle School, and transportation is provided for students as well. According to Sara Musashe, ESL Instructional Advisor, the new enrichment camp is for students who are enrolled in ELD. “This helps us to ensure that we’re able to attend to supporting the academic needs of students, but also the social and instructional language for student success. And families, they’re informed in the late spring if their child meets the enrollment criteria for ESL enrichment camp, with more information regarding the program as well,” Musashe said during the press briefing.
Having said that, SCS has shown to have enough tools to provide the best education to its entire student population, regardless of their native language.
It should be noted that the Department of English as a Second Language (ESL) seeks to provide educational opportunities specific to the needs of English learners, so that they can be academically successful in the following content areas: Social and Instructional, Language, Mathematics, Science, and Social Studies.
SCS currently has 8,871 active students in the ESL program. More than 15,000 students at SCS are Hispanic.

MEMPHIS, TN (LPL) — Las Escuelas del Condado de Shelby (SCS) anunciaron en una conferencia de prensa el martes, 13 de abril, que ahora cuentan con más programas para ayudar tanto a los estudiantes que no hablan inglés como a sus familias de modo que todos puedan adquirir una educación de calidad además de otras oportunidades que sean igualmente equitativas.
“En las Escuelas del Condado de Shelby seguimos mejorando los servicios en apoyo de nuestros estudiantes y familias que no hablan inglés”. Este es uno de los muchos compromisos que SCS tiene con la comunidad de inmigrantes de Memphis (y sus alrededores).
Entre las iniciativas que se mencionaron están las Clases de ESL para Adultos, el Programa de Mentores Bilingües, el Programa de Consejeros Bilingües, el Curso de Desarrollo del Idioma Inglés, la Feria Universitaria de ESL, la Escuela de Verano de ESL, el Programa de Conectando Familias, el Programa de “I Learn America”, la Guía de Recursos para Inmigrantes y los Servicios de Interpretación/Traducción para las Oficinas de las Escuelas y el Distrito Escolar como tal.
Las Clases de ESL para Adultos, por ejemplo, se llevan a cabo dos veces por semana en varios lugares de Memphis. Estas clases son gratuitas y están disponibles para los padres de los estudiantes de SCS.
En cuanto al Programa de Mentores Bilingües, SCS le proporciona este recurso a más de 45 escuelas que tienen una población de alto nivel de ESL. Este servicio no es sólo para los estudiantes de ESL, sino también para sus padres.
Los Consejeros Bilingües de la Oficina Central de ESL, por su parte, brindan una variedad de servicios a los estudiantes de ESL, así como a sus familias. Estos servicios incluyen la asistencia con las transferencias de ESL, la revisión y la traducción de expedientes académicos extranjeros y la asistencia para la inscripción.
El Curso de Desarrollo del Idioma Inglés (ELD, por sus siglas en inglés) se ofrece como una hora adicional de instrucción de ESL. Está orientado específicamente a los estudiantes que apenas tienen 2 años en el país y que, por lo tanto, califican para la intervención.
La Feria Universitaria de ESL (“ESL College Fair”) es un evento anual diseñado para proporcionar a los estudiantes de ESL, que están en la secundaria, información y recursos que puedan ayudarles a guiar sus decisiones en cuanto a una carrera universitaria.
Siguiendo con esta breve descripción de las iniciativas de SCS, mencionadas anteriormente, pasamos a la Escuela de Verano de ESL, la cual se lleva a cabo anualmente y está disponible para los estudiantes de ESL que son nuevos en las escuelas de EE.UU. Con este recurso, los estudiantes que vienen de otros países pueden aprender más inglés durante el verano.
El Programa de Conectando Familias (“Families Connect”) trabaja en asociación con las escuelas para ayudar a las familias inmigrantes a obtener el conocimiento y las herramientas que necesitan para aumentar su participación en el crecimiento académico de sus hijos.

Pero eso no es todo, ya que SCS también cuenta con otros servicios y herramientas que pueden ser de gran utilidad para muchos inmigrantes. Algunos de estos servicios o herramientas son:
¤ Newcomer International Center (NIC): Es una escuela cuyo modelo educativo está diseñado para ayudar a los nuevos estudiantes extranjeros a aculturarse mientras se benefician de una instrucción enfocada en el desarrollo del idioma inglés.
El programa de Newcomer International Center fue creado por la Oficina de Escuelas Alternativas de SCS para poder ayudar a aquellos estudiantes internacionales que tienen entre 14 y 17 años (aquellos estudiantes que tengan 18 años pueden ser aceptados sólo si los acaban de cumplir o si los van a cumplir en menos de cuatro meses) y que nunca han ido a la escuela o tienen una interrupción en su educación. Dicho programa cuenta con varios maestros certificados en ESL (inglés como segundo idioma) y lleva cuatro años en funcionamiento.
En Newcomer International Center, los estudiantes no sólo pueden aprender inglés mientras toman otras clases regulares, como matemáticas, ciencias y sociales, por ejemplo, sino que también tienen la oportunidad de salir mejor preparados para luego terminar el bachillerato (secundaria, preparatoria) en la escuela que les corresponda, dependiendo del lugar en donde vivan. Según su directora, Gabriela Toro, todos los estudiantes de NIC entran en el noveno grado, estudian por dos años –a menos que ya estén listos al culminar el primer año– y salen con 14 créditos.

¤ Coaches y Asesores de Instrucción de ESL: SCS cuenta con varios coaches y asesores expertos que se reúnen dos veces por semana (o cada dos semanas) con los maestros de kindergarten, primaria y secundaria (K-12) para brindarles apoyo educativo en torno al desarrollo del lenguaje en ESL y otras áreas de contenido académico.
¤ Plazas Comunitarias: En estas llamadas Plazas Comunitarias, las personas hispanas mayores de 15 años que no pudieron terminar sus estudios básicos y/o de preparatoria (bachillerato) en México -o en cualquier otro país latinoamericano- podrán hacerlo ahora y a su propio ritmo y conveniencia. El título otorgado a un estudiante de Plaza Comunitaria es expedido oficialmente por la Secretaría de Educación Pública de México. Siendo completamente en español y gratis, el plan de Plazas Comunitarias ofrece servicios tales como alfabetización, primaria, secundaria abierta y a distancia, educación media superior, cursos de inglés y español, cursos de preparación para el examen General Education Development (GED), requerido por las instituciones educativas norteamericanas, y cursos de capacitación laboral para jóvenes y adultos de habla hispana.
¤ Rosetta Stone: Este es un recurso complementario que está disponible para que los estudiantes y las familias inmigrantes lo utilicen para desarrollar el lenguaje social. Los padres que participan en clases de ESL para adultos pueden usar el programa para aprender junto con sus hijos.
¤ Kits de Bienvenida para Recién Llegados (Welcome Newcomer Kits): Estos kits son una herramienta adicional que los mentores bilingües pueden utilizar en las escuelas para ayudar a los estudiantes a desarrollar el lenguaje social y educativo.
¤ West TNTESOL Mini-Conference: Se trata de una conferencia regional anual donde los maestros de ESL y Gen-ed aprenden juntos y colaboran para servir mejor a sus estudiantes de ESL.
¤ Campamento de Verano de ESL: Este verano, el Departamento de ESL en SCS ofrecerá un Campamento de Verano para estudiantes del 6to al 12vo grado. Este campamento tendrá una duración de dos semanas, del 21 de junio al 2 de julio, con una fecha de inscripción en persona pautada para el 17 de junio. El lugar para el campamento de verano será la Escuela Intermedia Dexter y también se proporcionará transporte para los estudiantes. Según Sara Musashe, asesora de instrucción de ESL, el nuevo campamento de enriquecimiento es para estudiantes inscritos en ELD. “Esto no sólo nos ayuda a asegurarnos de poder atender las necesidades académicas de los estudiantes, pero también a mejorar el lenguaje social y educativo para el éxito de los estudiantes. Las familias son informadas a fines de la primavera sobre si sus hijos cumplen con los criterios de inscripción para el campamento de enriquecimiento de ESL o no, y también se les da más información sobre el programa”, dijo Musashe durante la conferencia de prensa.
Dicho esto, se puede decir que SCS cuenta con suficientes herramientas para brindar la mejor educación posible a toda su población estudiantil, sin importar su idioma nativo.
Cabe destacar que el Departamento de Inglés como Segundo Idioma (ESL, por sus siglas en inglés) busca brindar oportunidades educativas específicas para las necesidades de los estudiantes de inglés, de modo que ellos puedan tener éxito académico en las siguientes áreas de contenido: Social e Instructivo, Lenguaje, Matemáticas, Ciencias y Estudios Sociales.
Actualmente, SCS tiene 8.871 estudiantes activos en el programa de ESL. Por otro lado, más de 15,000 estudiantes de SCS son hispanos.
