SOCIALISM OF THE 21ST CENTURY – CRISIS IN VENEZUELA, WHAT’S NEXT?

Hace casi dos décadas escuché por primera vez este recurso mediático hipnotizador utilizado por el Chavismo para enmarcar su maquiavélico plan en una especie de encanto masivo entre los ciudadanos de un país llamado entonces República de Venezuela, país libre, soberano y próspero, hasta que la Revolución Bolivariana, impulsada por Chávez, logró penetrar y destruir la totalidad de su institucionalidad en su camino a la construcción del llamado “SOCIALISMO DEL SIGLO XXI”.

Era fácil convencer a las masas de que el Socialismo de Siglo XXI era la respuesta o la solución a todos los problemas que tenía el país y que Venezuela se convertiría en un paraíso donde la pobreza no tendría espacio porque las riquezas de nuestra tierra serían distribuidas equitativamente. Era un mensaje al subconsciente del pueblo, pues unía el concepto de Socialismo al avance científico y tecnológico del presente siglo. Casi de manera viral surge una serie de eventos para realizar cambios radicales en todo el país; así nace la Constitución Bolivariana de Venezuela (1999) y nace La República Bolivariana de Venezuela.

Hasta ese momento gran parte de la población estaba aún bajo el hechizo o la hipnosis del recurso mediático más infame y bochornoso al que nuestra nación se había enfrentado en la historia contemporánea. Usando la esperanza de millones de venezolanos que creyeron y siguieron a su líder, el Chavismo arremetió en contra del aparato productivo y de todos los sectores económicos del país. Expropiaron gran parte de empresas productoras de alimentos, de hospitales privados, industrias de cemento y otros. Acabaron con nuestra libertad de expresión, censurando todos los medios de prensa escrita, programas en estaciones de radio y televisión, y cerraron o expropiaron muchos de estos para el uso único del gobierno. De esta manera pudieron controlar los medios de comunicación para manipular la información a su medida y conveniencia. Corrompieron nuestras fuerzas militares desviando su actividad hacia puestos políticos y administrativos dentro de la industria petrolera y otros sectores, entregándoles la distribución de alimentos importados y otros productos (ya que nuestro aparato productivo había sido destruido) y usaron los ingresos petroleros para comprar conciencias en todos los sectores del país y también fuera de nuestras fronteras. Arremetieron contra la banca privada y se apoderaron también de una parte del sistema bancario. Han mantenido un mortal control cambiario que ha sido el sostén de una corruptela de crecientes vertiginosas con tentáculos que han atrapado nuestra economía en una hiperinflación interanual que en el 2018 llegó al 1.299.724% y que el Fondo Monetario Internacional prevé que llegue a 10.000.000% en el 2019.

Cuando digo corruptela de crecientes tentáculos, me refiero a aquellas personas del régimen Chavista-Madurista, o cercanas a éste, que han utilizado el control cambiario para propiciar y mantener un sistema cambiario paralelo de divisas (el llamado mercado negro) con la finalidad de aprovechar la creciente necesidad de divisas en dólares o euros del reducido y casi aplastado sector comercial y empresarial privado y del ciudadano común que necesita acceso a bienes de primera necesidad cuya oferta dentro del país es nula o muy escasa. La escandalosa diferencia que se ha mantenido durante años en la tasa oficial de cambio y el paralelo ha generado ganancias millonarias a quienes han manejado esta mafia en detrimento de la economía del país y una situación precaria y de miseria a la mayor parte de la población venezolana. Es una gran ironía que este sistema nacido con la promesa de crear una supuesta equidad económica y social resultara ser la aniquilación de la misma.

Sumado a esta mafia del sistema cambiario paralelo, existen otras como el narcotráfico, cuyos capos se encuentran en los niveles más altos del gobierno y bajo la complicidad o padrinaje de algunos funcionarios militares. Además, se formaron grupos paramilitares afines al régimen, que son en realidad criminales armados que van en contra de la población en complacencia de esa élite podrida del régimen y que también actúan en actos delictivos por su propia naturaleza criminal. No conformes con tanta aberración, también le abren las puertas a grupos guerrilleros de nuestra hermana República de Colombia como el ELN y las FARC, dándoles así oxígeno y espacio para mantenerse y fortalecerse, haciendo más difícil la situación para Colombia en su conflicto armado y búsqueda de la paz. También se conoce la presencia de grupos terroristas islámicos en territorio venezolano, complicando aún más esta situación de inestabilidad amenazante para toda la región.

Es realmente indignante que el discurso Chavista-Madurista siempre sea en tono antiimperialista, refiriéndose como imperio a Estados Unidos de América. A fines internos, siempre lo han usado para culpar a EE.UU. de la situación precaria de la economía venezolana, la cual ha sido originada en realidad por su ineficaz e ineficiente administración, también por la grotesca corrupción reinante dentro del régimen, ya que han desaparecido como por arte de magia más de $400.000.000.000 que debieron ser reinvertidos en el aparato económico y en la diversificación del mismo, así como en la industria petrolera de Venezuela, cuya producción se ha reducido drásticamente justamente por el deterioro de su infraestructura y su pésima administración. Este enorme capital fue vilmente redirigido hacia las manos de esta serie de personajes corruptos disfrazados de “socialistas” y se encuentra en cuentas bancarias millonarias y otros bienes “capitalistas” en varias partes del mundo, incluyendo a EE.UU. No menos grave ha sido el endeudamiento gigantesco que adquirieron ante China y Rusia y que tampoco han manejado debidamente.

Ahora, ante la actual situación intentan hacer lo mismo internacionalmente, indicando que la hiperinflación y la destrucción de la economía han sido causados por las sanciones económicas que datan del 2017 por parte del “imperio”, es decir EE.UU. Lo que no dicen es que las sanciones que se hicieron primeramente fueron dirigidas a manera personal a varios funcionarios del régimen por delitos de lavado de dinero, entre otros delitos financieros, y que las sanciones hacia PDVSA y CITGO han sido impuestas apenas hace unos días, en enero del 2019, como medida de protección para evitar el manejo fraudulento de los ingresos y activos por parte del régimen (información sobre sanciones disponible en páginas oficiales del FINCEN y OFAC).

Es así como una vez más el régimen manipula la información a su conveniencia, ya que la destrucción de la economía venezolana comenzó con Chávez en el año 1999 y se ha mantenido sistemáticamente a lo largo de todos estos años, siendo aún más agresiva luego del fallecimiento de Hugo Chávez y de la llegada a la presidencia de Nicolás Maduro en el año 2013, bajo un sistema electoral cuyo manejo está centralizado en el Consejo Nacional Electoral (CNE), también corrupto y totalmente favorecedor del régimen. Como efecto directo de toda esta arma de destrucción masiva que ha sido el Chavismo-Madurismo, ha surgido la crisis humanitaria en el país y el éxodo masivo de venezolanos, sin precedentes en el continente. Más de tres millones de personas han salido del país en búsqueda de condiciones de vida que le permitan por lo menos conseguir alimentos y medicinas, ya que en Venezuela pasaron a ser un lujo por los precios inalcanzables y la gran escasez. Una crisis humanitaria y un éxodo que sólo puede ser comparado al de Siria. También aclaro que muchos han emigrado huyendo de la inseguridad ante el crecimiento espeluznante del crimen y la violencia que ha cobrado miles de vidas en los últimos años, siendo muchos de estos crímenes de orden político. Ahora que menciono crímenes políticos, cabe destacar que en Venezuela la represión, prisión, tortura o asesinato de orden político ocurren constantemente y no han cesado aún.

Retomando el tema electoral, en las elecciones presidenciales del 2018 se pretende nuevamente sostener un poder carente de toda legitimidad, ya que dichas elecciones no contaron con los requisitos mínimos para un ejercicio pleno y transparente de un proceso electoral. Los posibles candidatos opositores estaban en prisión, en el exilio o inhabilitados políticamente por el régimen. Además, dichas elecciones se llevaron a cabo sin previamente reestructurar al CNE y sin observadores internacionales que le dieran credibilidad y transparencia. La comunidad internacional reaccionó de la única manera posible (si se consideran gobiernos verdaderamente democráticos), por lo tanto, desconocieron los resultados de las elecciones y, por consiguiente, desconocen el nuevo período presidencial 2019- 2025 que Maduro ha usurpado desde el 10 de enero del 2019 en su ilegal y descarada juramentación ante una Asamblea Nacional Constituyente, institución ilegítima que fue creada en el 2017 de manera arbitraria para arremeter en contra de la única institución verdaderamente legítima y democrática en Venezuela que es la Asamblea Nacional, debidamente elegida con gran mayoría en el proceso electoral del 2015 por el pueblo venezolano, pero que no le conviene al régimen por ser de mayoría opositora al mismo. Esta usurpación del poder es lo que genera la falta absoluta del Presidente de la República, prevista en el artículo 233 de la Constitución Venezolana, y conlleva a la aplicación de los artículos 233, 333 y 350 de la misma. Es así como el Presidente de la Asamblea Nacional, Juan Guaidó, en cumplimiento de su deber, es juramentado como Presidente Interino de Venezuela y se traza el camino para el rescate de la democracia mediante tres pasos que son cese de la usurpación, gobierno de transición y elecciones libres. Tres pasos que se resumen muy fácilmente pero que significan una labor muy extensa por parte del Presidente Interino, de la Asamblea y de todos los que están a favor de restablecer la democracia en el país.

Otra aberración del Chavismo-Madurismo ha sido la injerencia del gobierno de Cuba en los asuntos internos de Venezuela. Tienen un discurso antiimperialista ante Estados Unidos, pero nunca le dejaron de vender el petróleo. Esto deja claro la doble moral del régimen, la cual también se manifiesta en su máxima expresión con la entrega de nuestra soberanía al gobierno de Cuba, permitiendo que agentes de inteligencia cubana estén dentro de nuestras fuerzas armadas y otras instituciones gubernamentales. El régimen es encabezado por Maduro, quien ni siquiera es capaz de gobernar sin recibir órdenes directas de Cuba. Han convertido a Venezuela en una especie de “Colonia” de Cuba y han utilizado los recursos del país para financiar la exportación de la ideología Castro-Comunista no sólo al territorio venezolano, sino también a otros países de Centroamérica y Suramérica. Es algo realmente obsceno y repudiado por la mayoría de los venezolanos y de los países democráticos. Sólo es bien visto por quienes obtienen beneficios dentro del país o fuera de sus fronteras.

En conclusión, el antiimperialismo del que tanto hablan y se basan para construir el Socialismo del Siglo XXI se traduce en la entrega de Venezuela como una “Colonia” al “Imperio Cubano” y como ente financiero de su expansión… Si el Libertador Simón Bolívar hubiese pronosticado semejante atrocidad, en lugar de ser Libertador, hubiese perdido la razón ante tanta indolencia e indecencia de este grupo de criminales encubiertos bajo filosofías caducas y que lamentablemente nacieron en Venezuela o en La Gran Colombia de aquella época de Bolívar.

Es imposible resumir en tan pocas palabras todo el contexto de lo sucedido en Venezuela durante los últimos 20 años, pero si hay algo que deseo aclarar es que el gobierno de Estados Unidos de América no es el responsable de la debacle de la economía y tampoco de los recientes acontecimientos en Venezuela. Por el contrario, el gobierno de EE.UU., así como los gobiernos de los países dentro del Grupo de Lima, la OEA, la Unión Europea, Australia y prácticamente todo el mundo democrático, buscan apoyar el restablecimiento de la democracia en Venezuela, uniéndose a la lucha de los venezolanos que se han mantenido firmes todos estos años bajo su convicción democrática y derecho a la libertad, y que han buscado el apoyo internacional para lograrlo. En este marco, les aseguro que lo que muchos han pretendido ver o condenar como injerencia externa en los asuntos internos de Venezuela, principio de no intervención o la autodeterminación de los pueblos, es en realidad un apoyo para lograr la libertad de un pueblo que se encuentra “secuestrado” por un régimen criminal y bajo el dominio de un gobierno extranjero que es el de Cuba, país cuyos ciudadanos queremos como hermanos y que también han padecido las penurias impuestas por el régimen Castro-Comunista.

Almost two decades ago, I heard for the first time this hypnotizing media resource used by Chavismo to impose its Machiavellian plan in a kind of massive charm among the citizens of the then called Republic of Venezuela, a free, sovereign and prosperous country, until the Bolivarian Revolution, impelled by Chávez, managed to penetrate and destroy the totality of its institutionality on its way to the construction of the so-called “SOCIALISM OF THE 21ST CENTURY.”

It was easy to convince the masses that the 21st Century Socialism was the answer or the solution to all the problems that the country had, and that Venezuela would become a paradise where there wouldn’t be any room for poverty as the riches of our land would be distributed equally. It was a message to the subconscious of the people, since it united the concept of Socialism to the scientific and technological advances of the present century. A series of events went viral, making radical changes throughout the country; this is how the Bolivarian Constitution of Venezuela was born (1999) as well as the Bolivarian Republic of Venezuela.

Until that moment, a large part of the population was still under the spell or hypnosis of the most infamous and shameful media resource that our nation had faced in the contemporary history. Using the hope of millions of Venezuelans who believed and followed their leader, Chavismo lashed out against the productive apparatus and all economic sectors of the country. They expropriated a large part of food manufacturing companies, private hospitals, cement industries and others. They ended our freedom of speech, not only censoring the written press but the programs on radio and television stations; they even closed or expropriated many of these broadcasting networks for the sole use of the government. This way, they were able to control the means of communication to manipulate the information to their measure and convenience. They also corrupted our military forces by diverting their activity to political and administrative positions within the oil industry and other sectors, giving them the distribution of imported food and other products (since our productive apparatus had been destroyed) and they used petroleum revenues to buy consciences in all sectors of the country and also outside our borders. They raided private banks and seized part of the banking system. They have maintained a deadly exchange control that has been the support of a corruption of vertiginous growths with tentacles that have trapped our economy in an inter-annual hyperinflation that in 2018 reached 1,299,724% and that the International Monetary Fund (IMF) expects to reach 10,000,000% in 2019.

When I say corruption with growing tentacles, I mean those people of the Chavista-Madurista regime who have used the exchange control to propitiate and maintain a parallel foreign exchange system (the so-called black market) with the sole purpose of taking advantage of the growing need for foreign exchange in dollars or euros from the reduced and almost crushed private commercial and business sector and from the common citizen who needs access to basic necessities that are very scarce or unavailable in the country. The scandalous difference that has been maintained for years in the official rate of exchange, including the parallel one, has generated millions of profits for those whose mafia actions have led to the detriment of the country’s economy and a precarious and miserable situation for most of the Venezuelan population. It is a great irony that this system born with the promise of creating a supposed economic and social equity will be the annihilation of it.

Besides this mafia of the parallel foreign exchange system, there are other problems such as drug trafficking, whose drug lords are at the highest levels of government and under the complicity or patronage of some military officials. In addition, paramilitary groups related to the regime were formed; however, these are just armed criminals who go against the people in complacency of that rotten elite of the regime and who also act in criminal acts because of their own criminal nature. Not satisfied with such aberration, they also opened the doors to guerrilla groups from our sister Republic of Colombia such as the ELN and the FARC, giving them oxygen and space to stay and strengthen, making the situation for Colombia more difficult in its armed conflict and search for peace. The presence of Islamic terrorist groups in Venezuelan territory is also a known fact, further complicating this situation of threatening instability for the entire region.

Moreover, it is really outrageous that the usual Chavista-Madurista speech is always adopting an anti-imperialist tone, referring to the United States of America as an empire. For internal purposes, they have always used it to blame the United States for the precarious situation of the Venezuelan economy, which in reality has been originated by its inefficient administration, along with the grotesque corruption that reigns within the regime – more than $400,000,000,000 have disappeared instead of being reinvested in the economic apparatus and in the diversification of the same, as well as in the oil industry of Venezuela, whose production has been drastically reduced precisely by the deterioration of its infrastructure and its terrible administration. This enormous capital was vilely redirected into the hands of this series of corrupt characters disguised as “socialists,” and is found in millionaire bank accounts and other “capitalist” goods in various parts of the world, including the United States. No less serious is the gigantic indebtedness that the Maduro’s regime has acquired with China and Russia, something that has not been managed properly either.

Now, facing the current situation, they are trying to do the same internationally, indicating that hyperinflation and the destruction of the economy have been caused by the economic sanctions imposed by the United States, the “empire,” in 2017. What they do not say is that the first sanctions were personally directed to several officials of the regime for crimes of money laundering, among other financial crimes, and that the sanctions against PDVSA and CITGO have been imposed just a few days ago, in January of 2019, as a protection measure to avoid the fraudulent management of income and assets by the regime (information on sanctions available on official pages of FINCEN and OFAC).

This is how, once again, the Chavista-Madurista regime manipulates information at its convenience, as the destruction of the Venezuelan economy started with Chavez in 1999 and has remained systematic throughout all these years, being even more aggressive after the death of Hugo Chávez and the arrival to the presidency of Nicolás Maduro in 2013, which took place under an electoral system controlled by the National Electoral Council (CNE), also corrupt and in total favor of the regime. As a direct effect of this weapon of mass destruction that has been the so-called Chavismo-Madurismo, the humanitarian crisis has arisen in the country and the mass exodus of Venezuelans is unprecedented in the continent. More than three million people have left the country in search of fair living conditions that allow them to at least get food and medicines, since in Venezuela they became a luxury due to unattainable prices and great scarcity. A humanitarian crisis and an exodus that can only be compared to that of Syria. I also clarify that many have emigrated fleeing from insecurity in the face of the creepy growth of crime and violence that has claimed thousands of lives in recent years, many of these crimes being of a political nature. Now that I mention political crimes, it should be noted that repression, imprisonment, torture or murder of a political order are constantly occurring in Venezuela and have not yet ceased.

Back to the electoral topic, after the presidential elections of 2018 it is again intended to sustain a power lacking any legitimacy, as these elections did not have the minimum requirements for a full and transparent exercise of an electoral process. Possible opposition candidates were in prison, in exile or politically disqualified by the regime. Furthermore, these elections were carried out without previously restructuring the CNE and without the assistance of international observers that would give it credibility and transparency. The international community reacted in the only way possible (if they are considered truly democratic governments); therefore, they ignored the results of the elections and don’t recognize the new presidential term (2019-2025) that Maduro has usurped since January 10, 2019, after his illegal and blatant swearing in before a National Constituent Assembly, an illegitimate institution that was created in 2017 in an arbitrary way to attack the only truly legitimate and democratic institution in Venezuela that is the National Assembly, duly elected by a great majority in the electoral process of 2015 by the Venezuelan people, but which does not suit the regime because it has a majority that is in opposition to it. This usurpation of power is what generates the absolute lack of the President of the Republic, provided for in Article 233 of the Venezuelan Constitution, and leads to the application of articles 233, 333 and 350 of the same. This is how the President of the National Assembly, Juan Guaidó, in compliance with his duty, is sworn in as Acting President of Venezuela, outlining the rescue of democracy through three steps that are cessation of the usurpation, transition government and free elections. Three steps that are summarized very easily but really mean a very extensive work by the Acting President, the Assembly and all those who are in favor of restoring democracy in the South American country.

Another aberration of Chavismo-Madurismo is the interference of the Cuban government in the internal affairs of Venezuela. They have an anti-imperialist position before the United States, but they’ve never stopped selling oil to the North American nation. This states the regime’s double morality, which also manifests itself in its maximum expression with the surrender of our sovereignty to the Cuban government, allowing Cuban intelligence agents to be within our armed forces and other governmental institutions. The regime is headed by Maduro, who is not even able to govern without receiving direct orders from Cuba. They have turned Venezuela into a kind of “Colony” of Cuba and have used the resources of the country to finance the export of the Castro-Communist ideology not only to Venezuelan territory, but also to other countries of Central and South America. This is really obscene and repudiated by most Venezuelans and democratic countries, and it is only well regarded by those who obtain benefits within the country or outside its borders.

In conclusion, the anti-imperialism that they speak of and are based on to build the Socialism of the 21st Century translates into the delivery of Venezuela as a “Colony” to the “Cuban Empire,” and as a financial entity of its expansion… If Simon Bolivar would have predicted such atrocity, instead of being a Liberator, he would have lost his sense of reason in the face of such indolence and indecency of this group of criminals whose philosophies are outdated.

It is impossible to summarize in a few words, or pages, the whole context of what has happened in Venezuela during the last 20 years, but if there is one thing I wish to clarify, it is that the government of the United States of America is not responsible for the economic debacle and the recent events in Venezuela. On the contrary, the U.S. government, as well as the governments of the countries within the Lima Group, the OAS, the European Union, Australia and practically the entire democratic world, only seeks to support the restoration of democracy in Venezuela. In this context, I assure you that what many have tried to see is really the support to get the much needed freedom of the people in a country that has been “kidnapped” by the criminal government of Cuba, a country whose citizens we love as brothers and sisters because they have also suffered the hardships imposed by the Castro-Communist regime.
